But it&#8217;s not as one-sided as Beam&#8217;s &#8220;how do we get cyclists to obey traffic laws?&#8221; headline suggests. Not surprisingly, I think of the cyclist&#8217;s dilemma on both roads and paths as a problem of common-pool resource governance similar to those that Elinor Ostrom and other new institutional economists study.
